Bryan Schmalz serves as the Utility Director for Bay Laurel Center Community Development District. Which is the water and wastewater utility that serves customers in On Top of the World. With more than years of experience, he is licensed by the Florida Department of Environmental Protection as a Class A Water Treatment Plant Operator and Class A Wastewater Treatment Plant Operator. Mr. Schmalz is charged with strategic planning, implementation and overall operational effectiveness of the utility.
